Police Human Rights Training Programme

Goal:
To reduce the occurrences of human rights violations by officers of the Nigeria Police Force

Objectives:

The specific objectives of the project are:

i. To facilitate the mainstreaming of human rights in the training of the Nigeria Police Force.

ii. To provide resource material to support the human rights training activities in the NPF Training Institutions (and to some extent Police Stations).

iii. To enhance the knowledge of police staff trainers at the NPF Training Institutions on human rights and good police practice on how to deliver training on these.

iv. To promote the training and sensitization of police officers trainees and staff on human rights and good police practice.

Further enhancing the quality of the Nigeria Police Force Human Rights Training Manual and Integration of Human Rights Training in the Training and Operational Processes of the Nigeria Police Force’

2. THE RATIONALE AND STRATEGY FOR THE DEVELOPMENT OF THE MANUAL
As indicated in the Phase 2 proposal, developing a Human Rights Training Manual
(based on the NPF syllabus) for the Police Training Institutions will aid in: ?

  • Mainstreaming the training on Human Rights Principles and Good Police Practices in the training of the police officers and thus encourage increased observance of human rights standards by Nigerian Police Officers which will go a long way in improving the image of the NPF. ?
  •  It will also provide a cost-effective approach towards building the knowledge and capacity of the Nigerian police officers on human rights laws and standards (especially for all officers attending the NPF training institutions).
  • It will provide relevant resource materials to support the human rights training activities in the NPF Training Institutions. ?It will also complement and strengthen the impact of other NPF focused interventions aimed at improving the capacity, efficiency and accountability of the NPF.
    The Strategy includes the following-
  • Strong involvement of the NPF in the conception and implementation of the project.
  • Wide Consultations with NPF officers, CSOs, Experts and practitioners, trainers and trainees.
  • The involvement of experts and practitioners on the field of human rights and training of police officers both from within and outside the NPF in the development of the manual.
  • Inclusion of several reviews and pre-testing of the manual before the production of the final version of the manual.
  • The use of various teaching methodologies in the manual (e.g. the use of case studies, role plays/simulations, individual and group exercises, etc) for effective delivery of the training.
